Late in the summer, a proposed low-income housing development in Livingston almost fell through because the developer, The Pacific Cos., didn't want to pay the same fees others pay to upkeep landscaping and street lights. Instead the developer offered the city a one-time payment of $750,000. The city declined.
After the developer walked out on the deal, it came back saying it had changed its mind.
Now, said City Manager Richard Warne, the developer and the city have jointly applied for federal funds for the 49-unit low-income apartment building that will be located on Lincoln Avenue south of Canal Street.
