According to a press release the charges stem from an allegation that the officers used teenage student workers to remove asbestos containing material in a building at the former Castle Air Force Base without properly equipping them or advicing them of the presence of asbestos. Morse is holding the type of mask the students were equipped with, which has not been approved for use during asbestos removal.
