Luella M. Cotton: How to get state out of debt

The state needs a program to keep us debt-free. A solution is within our reach.

The lottery was put in place to solve our tax problems, but it has not done so. So let's pass a law to increase the percentage of the profits another 20 percent. The 20 percent would go only to pay off state debt, and the state would only receive this 20 percent if it did not create any new debt.

Then, when California is debt-free, this 20 percent would go to build high-speed rail. When HSR is operating (carrying passengers), the 20 percent would be cancelled. This law would put HSR on hold until the state of California could afford it. As it is, HSR is a shot in the back of every taxpayer.
