TURLOCK -- The Turlock City Council and staff did a little ‘Kaepernicking’ at Tuesday night’s meeting.
Mayor John Lazar had to wear a Baltimore Ravens jersey to the meeting, the result of a lost Super Bowl bet with the mayor of Audubon, N.J., hometown of Ravens quarterback Joe Flacco.
