If we substitute words for the letters, we can call it the Secure Our Safety tax. We need policemen and firefighters! What we don't need are council members who have demonstrated more diligence in preserving their perks package than scrutinizing the budget. If Measure H passes, I hope the oversight committee is assertively vigilant. Perhaps a good starting point would be to insist they meet often and that they ask for sound justification for all requests for monies generated by this sales tax.
Should Atwater get back on its feet again, council perks should be limited to a monthly phone card, a monthly gasoline card, and a small stipend of appreciation. But, before we consider these, it is imperative that we assume the responsibility to be informed voters. Cyclical re-election of candidates is a guarantee for stagnation. We should always look for new and bold approaches. Perhaps setting term limits would be a wise approach.
