Permanent water security is attainable right now. The acknowledged world leader in desalination, Israel, produces potable water for less than 60 cents per cubic meter (264 gallons). The Israelis have even sold water to their neighbors, such are their surpluses. Gov. Jerry Brown would be wise to dump his plans for a high-speed train and focus on projects of real merit. Weighed against water security, we can’t really afford the $100 billion monument to Jerry Brown’s ego, which is what high-speed rail represents. There will be jobs aplenty building out the desalination infrastructure.
