10 YEARS AGO: The Turlock City Council voted on a proposed half-cent sales tax to be placed on the Nov. 2 ballot. The proposal needed a second vote by the council before it could go on the ballot. The sales tax aim was to help the police and fire departments in the face of a state budget crisis that drew money away from the city budget.
