The city of Oakdale sent preliminary layoff notices to two firefighters and five police officers June 1.
The city wants both employee groups to take a 5 percent cut through pay decreases or furloughs to help Oakdale trim $1.1 million from the city's budget by July 1, City Manager Steve Hallam said.
The city has slashed 28 percent of its budget over the past three years, Hallam said. Police and firefighter unions contend they've helped share in the cuts, and that public safety could be threatened with fewer police and fire staff members.
The city of 19,000 employs 16 firefighters and 24 police officers, Hallam said.
