Perhaps no agency in all of California’s vast state government has seen more change in the last three years than the Department of Corrections and Rehabilitation.
On the labor side, Gov. Jerry Brown and the correctional officers union reached a 2010 contract agreement after years of impasse and terms imposed by former Gov. Arnold Schwarzenegger. Last year the union negotiated another contract with Brown.
Meanwhile, Brown radically altered the state’s prisons and parole systems by shifting more convicted inmates to local jails and handing more parolee management duties to local authorities. The so-called “realignment” plan was the governor’s attempt to satisfy a federal court order to ease prison overcrowding. It also cut deeply into the state’s parole and correctional officer corps. The number of full-time employees who belong to the California Correctional Peace Officers Association fell 11 percent from 2011 to 2013.
This is the fifth installment of The State Worker’s series about unionized state employee earnings last year. The numbers feeding the blog posts come from the state controller’s payroll database. The figures include only regular pay issued to full-time employees represented by the 21 bargaining units that negotiate contracts with the state. University of California and California State University employee earnings are not included in these figures. Employees who earned less than $1,000 last year are not included in the calculations.
We also are including data from 2011 and 2012 statistics for purposes of comparison. During the three-year span these numbers cover, most state employees were on furlough 18 of the 36 months. Senior employees received step raises last summer. Keep that in mind as you review the statistics.
