The headline for Proposition 42 on our June 3 ballot sounds wonderful: “Public records, open meetings, state reimbursement to local agencies.” Please make sure you read the fine print.
In the middle of the paragraph is: “Eliminates reimbursement for costs of compliance. Fiscal impact: Reductions in state payments to local governments in the tens of millions of dollars annually.”
Now you know why state legislators are suddenly in favor of more open government.
The Legislature wants to remove its obligation to pay local governments for the costs of meeting state-mandated freedom of information requests.
