SAN LUIS OBISPO - A Nipomo man was sentenced to 90 days in jail and three years probation after dead and badly injured cats were found in a trash can in front of his home.
Scott Michael Howell, 48, was arrested on felony animal cruelty charges in April after a bicyclist heard what he believed were cats in distress in front of Howell's home in the 100 block of Day Street. Sheriff's deputies responding found two dead and two badly injured cats in the trash.
In court, Howell referred to the crime by saying "it's called animal regulation."
In April, Eric Anderson, manager of Animal Services, said the crime was a "cruel, illegal and unnecessary act," and that the county has an abundance of resources that will help if people no longer have the desire to care for or keep animals.
