Worries over environmental rules threaten to derail a deal that would allow Patterson's Del Puerto Health Center to move to Keystone Pacific Business Park.
On a split vote in closed session, City Council members this week voted to require that the city escape legal responsibility if anyone challenges an environmental review related to the pending move.
The council is concerned that zoning changes permitting the move might require an expensive environmental impact report rather than the lower-level "negative declaration" recommended by staff. Whether Keystone will agree to absolve the city is unknown.
The resolution would cancel a citywide vote pushed by Keystone as well as a lawsuit brought by the city.
The council is expected to review the matter in open session Feb. 2.
