RIVERBANK — City officials will hold a groundbreaking this afternoon for the teen center on Santa Fe Street.
The ceremony is at 5:30 p.m.at Santa Fe and Sixth streets.
Construction on the 2,600-square-foot center might start this month, weather permitting, and workers should be done by November, said Sue Fitzpatrick, the city's director of parks and recreation.
The center will have a gym, a lounge with a large-screen TV, an area for snacks and a quiet area with books.
The City Council awarded the construction contract to low bidder Menghetti Construction Inc. of Modesto at its Jan. 11 meeting. The contract is for $758,000.
The City Council will meet after the groundbreaking, at 7 p.m., to take up this business:
• Approve a change to City Manager Rich Holmer's contract giving him five weeks of vacation a year, effective Sept. 22. At that date, Holmer will have 15 years of service with the city. The change comes after his Jan. 11 evaluation by the City Council. Holmer said he did not ask for a raise.
• Approve letting the city's Local Redevelopment Authority spend as much as $35,000 for a marketing and branding contract for the Riverbank army ammunition plant, which the city is expected to acquire April 1 and plans to turn into an industrial park. Funding for the contract would come from a federal Community Development Block Grant.
• Approve a consulting contract for services to form a community services district for the ammo plant. Such districts also are known as Mello-Roos districts. The district would let the city's redevelopment authority sell bonds to pay for infrastructure and improvements at the plant. The plant's property owners would be responsible for paying the bond's debt service. City staff is asking the council to approve a $29,950 contract with Goodwin Consulting Group to form the community services district. Funding for the contract would come from a federal CDBG.
The City Council meeting will start at 7 p.m. in council chambers, 6707 Third St.
