The Modesto City Council's Safety and Communities Committee this week is scheduled to hear a few reports on gangs, graffiti and trees. The three-person group has the first say on law enforcement and recreational issues in Modesto. It's charged with making recommendations to the full council. The gang report describes a rise in violence in 2009 and outlines steps the city can do to contain it. The committee meets at 5:30 p.m. Monday in Room 2005 at Tenth Street Place, 1010 10th St.
