Riverbank City Manager Rich Holmer's request to change one way in which council members place items on meeting agendas failed.
Under the proposal, a council member could not place an item on the agenda of a future meeting unless the council majority agreed.
Holmer said his proposal was a "minor streamlining." He said if a majority of the council didn't want further discussion on an item, they could decide when the request was made. He said that would save the time to put the item on a later agenda, prepare a brief staff report on the item and make photocopies.
The proposed change did not stop council members from having Holmer place items on meeting agendas by talking with him between meetings.
