Though the next two decades will bring plenty of change to the small but fast-growing community of Hilmar, the agricultural bastion will stick to its roots.
That’s according to a draft plan recently released by Merced County, meant to guide Hilmar’s growth through 2025.
Besides setting an overall vision for Hilmar's future, the 120-page plan discusses specifics ranging from housing, land-use issues and economic growth to water supply, schools and public safety. County officials have been working since 2003 to develop the plan, relying heavily on input from residents and business owners in the northern Merced County community of 5,000.
