Gavin Newsom signs Paris Hilton-backed bill to crack down on ‘Troubled Teen’ facilities

NEWSOM SIGNS PARIS HILTON-BACKED BILL
A bill backed by celebrity heiress Paris Hilton to provide greater transparency of “troubled teen” youth residential facilities is now law, after Gov. Gavin Newsom signed SB 1043 on Friday.
The bill, by Sen. Shannon Grove, R-Bakersfield, is intended to protect children and young people from being subjected to improper use of restraints and isolation.
“Children and teens — especially those in the care of the foster system — should never be subjected to improper use of restraints, or isolation while they are meant to be receiving treatment,” Newsom said in a statement.
Hilton herself is a survivor of the “troubled teen” industry, and in a statement she thanked the governor for signing the bill.
“With his support, California is taking a major step toward protecting vulnerable youth by making these facilities more transparent,” she said.
In a statement, Grove said that her legislation underscores California’s commitment to transparency and protecting at-risk children.
“It has been a privilege to work alongside one of the most incredible advocates, Paris Hilton, to make a positive impact on the lives of vulnerable children in California,” she said.
