Delhi man arrested with guns, bulletproof vest; 2nd arrest this week

A Delhi man was arrested late Thursday wearing a bulletproof vest while armed with two guns, including an AR-15 rifle, and multiple high-capacity magazines. It was his second arrest in as many days, according to Merced County sheriff’s deputies.

Peter Brown Duncan, 30, told investigators he was wearing the ballistic vest “to protect himself from deputies,” Sgt. Ray Framstad said.

Duncan told deputies he was preparing for a possible shootout with law enforcement, according to Framstad.

He first was arrested Wednesday on suspicion of domestic violence. He posted bail and was released a few hours later, according to Merced County jail records, and an emergency protective order was issued that prohibited him from contacting the alleged victim.

Investigators said they “received information” around 11:30 p.m. Thursday that Duncan had violated the protective order and was possibly armed with a handgun, Framstad said.

Deputies tracked Duncan to a home on Orchid Avenue and followed his car, a black Audi sedan, to the 9500 block of Driftwood Avenue, near Delhi High School. Deputies carried out a traffic stop and found Duncan wearing the ballistic vest, Framstad said.

Investigators found a loaded AR-15 rifle with a scope and three 30-round high-capacity magazines in the trunk of his car. They also found a loaded .22-caliber handgun wrapped in a green bandanna under the passenger’s seat and a box of ammunition for the weapon, Framstad said.

Duncan was booked at the John Latoracca Correctional Center on suspicion of carrying a concealed weapon in a vehicle, possession of high-capacity magazines and committing a felony while released from custody on a prior charge. Bail was set at $750,000, according to Merced County jail records.
