Phyllis Boyer: Will Merced finally stop the ‘pool’ charge?

It will be interesting to see if pool owners are still charged a swimming pool charge when water meters go into effect. I have been discriminated against for over 43 years because I own a pool. If I had lawn in the 23-foot by 40-foot area of my pool, I would be watering at least twice a week. My pool has only been drained once in 43 years and that was to re-plaster it. I believe this is discrimination against pool owners and just another way for the city to suck money out of taxpayers.
