Kent Amberson: I saved a lot of water, but paid more for less

I am a bit confused about the percentage of water we have saved. In Atwater we have water meters, but the saved water doesn’t seem to affect the bill. For example, in September 2015 I consumed 12,345 gallons. In September 2014, I consumed 16,799 gallons. If I calculate this correctly, I saved 4,454 gallons or 27 percent. Funny part is, where is the meter showing this? The meter rate cost for 2014 is $20.25 and 2015 it is $28.98 – an increase of $8.23 for using 27 percent less water?
