David J. Silva: Do we need separate justice system for black communities?

Recently, there were demonstrations at Baltimore city hall against the hiring of a chief of police the demonstrators didn’t approve of. I think that most will agree that in the seven years of President Obama’s administration, race relations are at their lowest level in many years. Perhaps it is time that we allowed the black communities to have their own police force and perhaps decide which laws they want implemented. Perhaps this will cut down on racial tensions.

Now, society is telling them how to act and maybe they can do a better job governing themselves. Seventy percent of African American mothers are not married, their unemployment rate is higher than that of other groups, and their school drop-out rate is extremely high. On a per capita basis, the black-on-black murder rate is four times that of the rest of the country. It seems that black lives only matter when they are taken by a white person or law enforcement.
