Peggy Van der Horst: Treatment of little dog was unconscionable
To the person or persons who left a small Chihuahua in the middle divider on Highway 99 just outside of Merced: You are a pathetic excuse for a human being! You left it there because you were too irresponsible to take it to a shelter or to see if someone could take it. Leaving an animal in the center divider of any freeway means death for these innocent creatures. People who would do this have no heart.
