Russell Waymire: To solve water crisis, get rid of Jim Costa
Central valley water projects created jobs and opportunities. In 1992, Geroge H.W. Bush signed the Central Valley Project Improvement Act, revoking farm water contracts and giving Bay area environmentalists control over Valley water. President Bush had promised not to sign the CVPIA.
When Bill Clinton was President (1993-2000), with his party controlling both houses of Congress, did he solve the “water crisis”? No! In fact, Clinton signed Sen. Dianne Feinstein and Rep. Jim Costa’s Cal-Fed Bay Delta Law, drying up more Valley water, jobs and farms.
When George W. Bush was president (2001-08), did he solve the “water crisis” as his party controlled both houses of Congress? No!
Did President Barack Obama (2009-16), solve the “water crisis” while his party controlled both houses of Congress? No! Obama made things worse, signing the 2009 San Joaquin River Restoration Act, causing more Valley jobs and farms to dry up.
