John Harrell: Wouldn’t more ‘wet users’ just use more of our water?

Re “City seeks wet users plan” (Page A1, Jan. 10): Did I miss something? “wet users” are industries that use and dispose of very high volumes of water. Why is the city of Merced trying to attract such industries? Do we not have a critical water shortage? Are we not facing the possibility of severe emergency water restrictions? I would sure like to know.
