Ron Aragon: Instead of a train, have them building homes

The California high-speed rail project cost is estimated at approximately $67.6 billion, not including the extension to San Diego. How many engineers does it take to build a train from San Francisco to Los Angeles? Why not put jobless, homeless veteran/engineers to work building homes and creating jobs to employ the jobless and the homeless nationwide? Wouldn’t it be more cost effective?
